The third workshop of UNIGOV was taken place in Istanbul from 18th to 20th September 2014, which allowed both Europe and Libya exchanged their ideas and knowledge on budget planning, higher education funding models and project management.
The significance of budget planning has no doubt in any organisations, let alone universities which has been suffering from the economy downturn. Prior to the training given by the British partner, public and private Libyan universities opened the workshop by introducing its budget planning and system. Budget process and distinctive budget approaches were then discussed on the first day. Participants were asked to take part in numerous activities, discussion and analysis.
The training continued with discussing numerous higher education models and funding schemes across the world. The group looked at tertiary education from the economic perspective, considering the efficiency and equity.
Apart from focusing on budgeting at the university level, trainers also discussed the budget and operation in a smaller scale, project management. It is fundamental for managers to handle all kinds of project, regardless the scale.
